Saginaw County is a county in the U.S. state of Michigan. As of the 2000 census, the population was 210,039 with the 2007 Census Bureau estimate placing the population at 202,268. The county seat is Saginaw. The county was created by September 10, 1822, and was fully organized on February 9, 1835. Saginaw is a city in the U.S. state of Michigan and the seat of Saginaw County.<ref name="naco"></ref> Once two independent cities, the consolidated City of Saginaw was once a thriving lumber town and manufacturing center that in recent years has suffered from population decline, job losses, and increased crime rates.<ref name="epic-lumber"></ref> Saginaw and Saginaw County lie in the Flint/Tri-Cities region of Michigan. The city is adjacent to Saginaw Charter Township and considered part of the Tri-Cities area, along with Bay City, Michigan and Midland, Michigan. Whitehall District Schools is a school district located in Muskegon County, Michigan, and serves the city of Whitehall and the townships of Whitehall, Fruitland, Dalton,Blue Lake and the Village of Lakewood Club.
Its mascot is the Viking.
It is a constituent of the Muskegon Area Intermediate School District.
Grass Lake Public Schools is a Michigan school district in Grass Lake Township, Michigan
Alpena Public Schools is a Michigan school district encompassing all of Alpena County and, in Presque Isle County, all of Presque Isle Township and part of Krakow Township. APS covers more than and was officially established as Michigan's first county-wide school district in 1963.
Mona Shores Public Schools is a public school district located in Michigan, USA. The district includes most of the city of Norton Shores, which is just south of Muskegon.
The school is well-known in the state for its Marching Band, which won many state titles in the late 1990s and early 2000s, as well as a USSBA National Championship that they won in the fall of 2006. However, the band has decided to cease participating in state competition due to financial issues.
The district is also well known for its choral program under the current direction of Shawn Lawton (Mona Shores High School) and Katherine Bourdon (Mona Shores Middle School). In 2002, a number auditioned members of the Mona Shores Singers (the top choir at the time) were invited to perform at the White House for the president and his staff. The choir also presents many annual concerts including Pop go the Sailors and The Singing Christmas Tree (which is claimed to be the largest in the United States).
Mona Shores has also become a powerhouse in ice hockey in the past decade. The team won a state title in 2000, and has consistently made trips to the Frozen Four. In the 2006-2007 season, the team came up short, losing in the championship game to another strong team, Grosse Point South, 4-3 in overtime, on March 10, 2007.
The basketball team has been on-again and off-again, with the 2006-2007 squad winning the District Championship under the leadership of third-year coach Jeremy Andres.
The Baseball team has also enjoyed a recent rise to power in the Muskegon Area. Under the direction of fourth year head coach Walt Gawkowski the Sailors won the 2006 GMAA, District, and OK-Green titles. The Sailors are once again favored to repeat in all three categories in 2007. The 2006 squad won the first district title in 26 years. The Sailor Baseball program has continued to support local Universities by turning out college players nearly every year.

The city manager of the city of Saginaw is chosen by the city council for an indefinite term and serves at the pleasure of the city council. Saginaw's present city charter, which provides for a council-manager form of government, was adopted in 1935 and became effective January 6, 1936. When there is a vacancy in the office of city manager the council may appoint an administrative officer of the city to serve as city manager during the interim.
The city manager is the chief administrative officer and the head of the administrative branch of the city government. According to the intent of the city charter, the city manager carries out the policies set by the city council and makes recommendations to the city council for a course of action to meet the needs of governing the city. The city manager appoints, and may remove, all other administrative officers and employees of the city. The city charter requires that city council members may not give directions to any subordinate of the city manager and must deal with the administrative affairs of city government through the manager.
East Saginaw is a defunct city in Saginaw County in the U.S. state of Michigan.
East Saginaw was founded in 1850, and was incorporated as a village in 1855 and as a city in 1857. On June 2, 1889, the Michigan State Legislature passed an act to consolidate the cities of East Saginaw and Saginaw City, Michigan (the west side of the Saginaw River) to form the present-day city of Saginaw, which became effective with the election of officers for the consolidated city in March 1890.
The City of Saginaw (Saginaw City) is a defunct city in Saginaw County in the U.S. state of Michigan that has been consolidated into a new municipality bearing the same name. To distinguish between the currently existing City of Saginaw and the former City of Saginaw, the name Saginaw City is used for the defunct city even though it was never incorporated under that name or called such during its time.
The first permanent white settlement in the area was a fur-trading post on the west side of the Saginaw River established in 1816 by Louis Campau. The U.S. federal government extinguished Native American interests for most of the land in the area with the Treaty of Saginaw in 1819, clearing the way for white settlers. In 1822 the post became Fort Saginaw, though it was abandoned in 1823.
Saginaw City was incorporated as a city in 1857. On June 2, 1889, the Michigan State Legislature passed an act to consolidate the cities of Saginaw City and East Saginaw to form the present-day city of Saginaw, which became effective with the election of officers for the consolidated city in March 1890.
Jackson County is a county in the U.S. state of Michigan. In 2000, its population was 158,422 with the 2007 Census Bureau placing the population at 163,006. This county is the sole county in the Jackson Metropolitan Statistical Area. The county seat is Jackson. It is named for U.S. President Andrew Jackson. It is considered to be one of Michigan's "Cabinet counties", named for members of Jackson's Cabinet. The Jackson County Courthouse was built by Claire Allen, a prominent southern Michigan architect.

Under the current city charter, effective 1936, The term of office for a member of the City Council is four years commencing with the first meeting following a regular municipal election. The terms of Council members are staggered so that the entire Council is not subject to re-election at the same time; alternatively either four or five members are elected in each odd-numbered year. The first City Council under the current Charter took office on January 6, 1936. Elections were held in April from 1937 through 1971, at which time it was changed to November.

The Government of Saginaw, Michigan is a Council-Manager form of government with a mayor from members of the city council by members of the city council. Saginaw, Michigan is classified as a Home Rule City under the Michigan Home Rule Cities Act which permits cities to exercise "Home Rule" powers, among which is the power to frame and adopt its own City Charter which serves as the fundamental law of the city, in a manner similar to a Constitution for a national or state government. The present Charter was adopted in 1935 and took effect on January 6, 1936.
